One of the great advantages of being much older than you is that I can remember the late 60s when the British system in its original form ended. We had a legally supplied heroin market and we had a parralel illegal market, some of it supplied from the legal market. The rest of the illegal market was Chinese Number 4 & Number 3 heroin at that time. The illegal market cheerfully existed alongside the legal supply. Your statement simply is not true and is not supported by historical evidence. We know from that period that many users supplied some of their scrip, fairly obviously first time users did not get supplies prescribed by Doctors. The Home Office & Bing Spear were deeply worried by a growing illegal market being partly supplied by prescribed heroin and coexisting with the legal supply (and keeping on growing).
